 Annual Meeting Minutes

For March 8, 2022

Meeting was called to order by Clerk Brenda Hildebrand. Pledge of allegiance was recited.

Clerk called for nominations of a moderator. Rick Pulford nominated Dan Thorson and Kerry Baumgartner motioned nominations cease Dave Holmgren seconded and motion carried.

Minutes were read by Clerk Brenda Hildebrand. Motion to approve was made by Dave Holmgren, seconded Craig Seeman and carried.

Clerk read the minutes for the Board of Audit. Motion to accept made by Rick Pulford and seconded Kerry Baumgartner, and carried.

Treasurer Lori Holmgren gave the Treasurer’s report from 2021. Report is on file with the treasurer. Motion to approve was made by Mike Holstrom, seconded by Rick Pulford, and carried.

L. Holmgren made a motion to make First National Bank the township depository, seconded by Jacob Holmgren and carried.

Kerry Baumgartner made a motion to make the B.L. Review the township paper, but to also post notices on Facebook, and township website to reach as many people as possible. It was seconded by Mike Holstrom, and carried.

Motion made by Mike Holstrom to have all 2022 elections at the town hall. Seconded by K. Baumgartner and carried.

 

Lori Holmgren motioned to make the Township March Elections as follows; Polls will be open from 4pm to 8 pm on the 2nd Tuesday of March (March 14, 2023) at the Amor Town Hall, seconded by Rick Pulford, and carried.

 

B.J. Blesse made a motion to have the annual meeting follow the March election and start at 8:05pm on the 2nd Tuesday of March. March 14, 2023. It was seconded by Mike Holstrom and carried.

Gopher bounty was set $5.00. You need the 2 front feet and where they were trapped in the township. Motion to keep it the same made by Mike Holstrom, seconded by Kerry Baumgartner and carried.

Beaver Bounty was the same as last year. $50.00/beaver with a total of $500.00 for the year. Motion made by Holstrom, seconded by Baumgartner.

Lori Holmgren made motion to keep the supervisor salaries the same as last year but increase the shop maintenance to $20.00/hour.  Monthly salaries are $225.00 a month, $60.00 for a meeting 4 hrs. or less; $15.00/hr. for any meetings over 4 hours, $20.00/hr. for shop and equipment maintenance. Motion was seconded by Craig Seeman, and carried.

Recommendations for the board to give donation amounts as follows:

Oakwood Cemetery $3500.00 same as year before.

Zion Amor Cemetery $3500.00 same as year before.

Battle Lake Summer Rec. $500.00 same as year before.

Perham Public Library $500.00 same as year before.

W. Otter Tail Co Historical Society $1000.00 same as last year.

E. Otter Tail Co. Museum $500.00 same as last year.

 I.T.O.W. Museum $500.00 same as last year.

Food Shelf/Backpack Program Battle Lake and Perham for $250.00 each same as last year.

Board will discuss all other donations at the next monthly meeting.

Supervisor Holstrom gave the Fire Report.  Rescue purchased a new rig. Ford Expedition 4x4. They sold the old rig. New compressor was bought to fill the air backpacks. They are working on fixing some heating issues and the generator. Fire minutes are on file with the clerk.

Supervisor Baumgartner read the Road Report. The report is on file with the clerk.   All the roads are in good order. The board is looking to hire a person part-time to do all of the road maintenance. 

Brenda Hildebrand gave a report on clean up days. Clean up days were set for June 11, 2022. Steve’s Sanitation will work with the township again and help out. It will be the same restrictions as in the past and the same hours. The clerk will post this on the website, Facebook, and local businesses to get the word out for residents. 

Supervisor Holstrom gave the weed report and information on some invasive species that are in the township.

Brenda Hildebrand gave a report on Amor Park. There are some reservations. She has contacted Lawn and Limb and will get a quote for black dirt and grass seed to smooth out an area north of the bath house. There is $14,000.00 left over from the budget the last 5 years. She would like to use some of it to do improvements.

Board recommends the following levies;

Ordinary Fund- $40,000.00

Road and Bridge Fund- $70,000.00

Fire Fund- $40,000.00 same as last year.

Total- $150,000.00 $50,000.00 less than last year.

Craig Seeman made a motion to accept the board’s proposed levy amounts. It was seconded by Dave Holmgren and carried.

Old business- Paperwork for the Cares Act was lost by Minnesota Associations of Townships. They are working on correcting the issue.

New business- B.J. Blesse spoke to the board about getting a generator for the Hall in case of a disaster or storm in the township. It would help the residents and give them a place to come for heat, water, or electricity. Board will look into it.

With no other business to discuss, Dan Thorson made a motion to adjourn the meeting, seconded Holstrom and carried. Meeting was adjourned at 9:11pm.
