April 10, 2019

Meeting was called to order by Chairman Eric Roberts. Others in attendance were Supervisor Mike Holstrom, Supervisor Kerry Baumgartner, Clerk Brenda Hildebrand, Treasurer Lori Holmgren, Dave Holmgren, Jake Holmgren and Wayne Evavold from BCI, Inc.

Pledge allegiance was recited.

Chairman Roberts turned the meeting over to Supervisor Holstrom who will be Chairman for the next year.

Oath of Office was recited by Roberts and Holmgren.

Minutes were read and a motion was made by Roberts to accept, seconded by Baumgartner and carried.

Treasurer’s report was given with a checkbook ending balance of $590,529.08. Baumgartner made a motion to accept seconded by Roberts and carried.

Roberts made a motion to approve and pay claims #4428-4435, 4446-4455, and 2 automatic withdrawals. Check 4436 was voided. It was seconded by Baumgartner and carried.

One gravel bid was received from BCI. $9.45/yd delivered. The board set a limit of $30,000.00 for gravel. Roberts made a motion to accept the bid, and cost limit, Baumgartner seconded and it was carried.

The Corner Store on Ottertail lake asked the board to approve their liquor license again this year for 3.2 on sale and off sale and malt liquor. Roberts made the motion to approve, seconded by Baumgartner and carried.

Thee following donations were approved by the board;

Amor-Zion Cemetery- $3,500.00

Oakwood Cemetery- $3,500.00

EOT County History Museum-$ 425.00

I.T.O.W. Museum- $ 425.00

County Historical Society-$850.00

Battle Lake Summer Rec.- $500.00

Perham Library- $ 500.00

Someplace Safe- $ 300.00

B.L. Backpack Program- $250.00

Perham Backpack Program- $250.00

Motion to accept was made by Roberts, seconded by Baumgartner and carried.

Motion to approve the following salaries were made by Roberts. They are as follows:

Wages and fees are:

Clerk- $350.00/month, $60.00/ Mtg, and 15.00/hr anything over 4 hrs.

Treasurer- $250.00/month, 60.00/mtg, $15.00/hr anything over 4 hrs.

Election Judges- $12.00/hr.

Snowplow / Mower / Grader $20.00/hr.

Mileage (government rate).

Township snowplowing for residents $20.00/ time or $60.00/ hr., Non-resident $60.00/ time or $150.00/hr.

Town hall rental is at boards discretion, Twp. residents $15.00+cleanup for meeting room, Non-residents $35.00+cleanup. Whole building- residents $50.00+cleanup, nonresidents $175.00+cleanup.

Amor Park Maintenance- $650.00/month for 6 months.

Motion was seconded by Baumgartner and carried.

A $40.00 reservation fee for the shelter at the park. Clerk must receive a check before reservation will be made. All money collected from the fees for the park will go to improvements at the park. Motion made by Roberts, seconded by Holstrom and opposed by Baumgartner.

Road issues were discussed. Board asked Holmgren to put the finger blades back on the grader. The board asked Holmgren to blade more often. Jake Holmgren and Mike Holstrom will be back up plow drivers in the future. Weight limit signs were discussed. Twp cannot enforce them so the signs will not be put up. Crops being planted in the right of way were discussed along with pivots spraying over the road. This is also hard to enforce. Board will try talking to the owners and farmers to see what can be done.

At the Annual March meeting the residents asked if there could be a budget made for the park. They would like to see some improvements to the playground. Board asked Hildebrand to come up with a budget for the board to go over.

Quotes for the tractor and mowers were looked at. The tractor will have a loader and more horsepower for the blower. The board will look at types of mowers. One for mowing and one that will trim brush in the ditches. The quotes are on file with the clerk. They will vote on them next month.

Baumgartner asked to move forward with the outstanding bills for Gerald Ford and Lee Kamrath. Treasure will send out the bills again and then have them go certified mail. After that, the clerk will fill out the paper work for the county auditor so it can be applied to their taxes. 

With no further business to discuss the meeting was adjourned at 8:57 pm.
