March 9, 2022

Meeting was called to order by Supervisor Mike Holstrom. Others in attendance were Supervisor Kerry Baumgartner, newly elected Supervisor Rick Pulford, Clerk Brenda Hildebrand, Treasurer Lori Holmgren, Jim Olson, Dave Holmgren, and Brody Bakken.

Pledge allegiance was recited.

Mike Holstrom is the new chairman of the board.

Hildebrand and Pulford took the oath of office.

Minutes were read and a motion was made by Baumgartner to accept, seconded by Holstrom and carried.

Treasurer’s report was given with a checkbook ending balance of $665,981.32. Baumgartner made a motion to accept seconded by Pulford and carried.

Baumgartner made a motion to approve and pay claims #5138-5164 and 1 automatic withdrawal. It was seconded by Pulford and carried.

Interviews for the 3 applications for maintenance operator will be on March 12, 2022 starting at 1:00 pm.

The following donations were discussed;

Amor-Zion Cemetery- $3,500.00

Oakwood Cemetery- $3,500.00

EOT County History Museum-$ 500.00

I.T.O.W. Museum- $ 500.00

Otter Tail County Historical Society-$1000.00

Battle Lake Summer Rec.- $500.00

Perham Library- $ 500.00

B.L. Backpack Program- $250.00

Perham Backpack Program- $250.00

Glendalough Park Partners- $500.00

Motion was made to accept by Pulford all the donation amounts. It seconded by Baumgartner and carried.

Wages and fees are as follows:

Clerk- $350.00/month, $60.00/ Mtg, and 15.00/hr anything over 4 hrs.

Treasurer- $300.00/month, 60.00/mtg, $15.00/hr anything over 4 hrs.

Election Judges- $14.00/hr.

Mileage (government rate).

Baumgartner made a motion that all the township wages will remain the same as the previous year, excluding the grader operator, plow driver and mower operator. These wages will be determined after the interviews have taken place. It was seconded by Pulford and carried.

Maintenance operator wages will be decided next month.

Township snowplowing for residents $20.00/ time or $60.00/ hr., Non-resident $60.00/ time or $150.00/hr.

Township Grading for residents $40.00/time or $60.00/hr. Nonresident $60/time or $200.00/hr.

Town hall rental is at boards discretion, Twp. residents $15.00+cleanup for meeting room, Non-residents $35.00+cleanup. Whole building- residents $50.00+cleanup, nonresidents $175.00+cleanup.

Motion to stay the same as the year before by Baumgartner and seconded by Pulford and carried.

Amor Park Maintenance- $750.00/month for 6 months for a total of $4500. A $40.00 reservation fee for reserving the shelter at the park. Fees will be used for park improvements. Budget is $8,000.00/yr. for the park, Monies are carried over from year to year. Motion made by Baumgartner, Pulford seconded and it carried.

The Corner store on Ottertail Lake asked the board to approve their liquor license. Baumgartner motion to approve, seconded by Pulford and carried.

Jim Olson voiced his concerns about the lower levy this year. Board took it under advisement.

Holstrom open gravel bid from Earl Strande Excavating.

11% clay fines $12.50/yd delivered

6-8% clay fines $11.50/yd delivered.

Mike will call BCI for a quote and if it is higher, he is authorized to accept Strande’s quote. Motion made by Baumgartner, seconded by Pulford and caried.

Motion to accept the resolution for the establishing of new precincts and polling places from the state made by Baumgartner, and seconded by Pulford and carried.

Board of Canvass was done. Results are as follows;

Holstrom made a motion to accept, seconded by Baumgartner and carried.

With no further business to discuss the meeting was adjourned at 8:14pm.
